Why NIS2 and cybersecurity regulation are leadership challenges, not IT or legal projects

New regulations such as NIS2 and the AI Act are moments when frameworks and compliance models fall short, and leadership must step in. Meeting the rules is necessary, but it is rarely enough.

In this keynote, Carlo explains why the hardest part of regulatory change is not technology or documentation, but leadership. He shows what leaders need to do when regulation meets everyday reality, and how security only works when people take responsibility, not when they are merely complying.
