Born on April 13, 1955 in Moscow. Father – Mutzuo Khakamada, Japanese communist, emigrated to the USSR for political reasons in 1939 and was granted Soviet citizenship. He died in 1991. Mother – Nina I. Sinelnikova, retired school teacher. Husband – Vladimir E. Sirotinsky – financial adviser, manager. Son – Daneela – graduated from the Department of Economics at Moscow State University named after M.V. Lomonossov. Daughter – Maria.
Graduated from the Economic Department at the University of International Friendship named after Pathriss Lumumba. Defended Doctoral dissertation in economic sciences at the Department of Economics at Moscow State University. In 1983, obtained academic status of Assistant Professor with specialisation in political economy.
For five years, beginning in 1980, worked as a junior researcher for the Research Institute of State Planning of the Russian Federation. In 1985, worked in the Technical University at Likhachev machine-building factory (ZIL) as a Senior Lecturer, Assistant Professor and Deputy Chair Director.
In 1989, business engagement began. The following is a list of business positions and activities: Manager of co-operative society “Systems + programs”, Director of Information-analytical Centre, Chief Expert and member of Exchange Council of the Russian Commodity Stock Exchange. Actively engaged in charities, such as, organised a nursing centre to help bed-patients at home in Sverdlov district of Moscow.
Three times elected as Independent Deputy in Orekhovo-Borisovo district of Moscow. Since 1994 was a member of the State Duma (Parliament) Committee on Economic Policy. Was a member of the delegation of the State Duma of the Russian Federation at Parliamentary Assembly of the European Council. In 1994, organised deputy group “Liberal-Democratic Union of December 12”. Since 1996 was a member of the State Duma Committee on Budgeting, Taxation, Banking and Finance. Sphere of legislative interests – new social and economic technologies, budgeting and tax policy and state finances.
In 1997, by the Decree of the Government of the Russian Federation, was appointed as a Chairman of the State Committee of the Russian Federation for Small Business Support and Development. Additionally, was a member of the Commission of the Government of the Russian Federation on Current Politics, member of the Commission of the Government of the Russian Federation on Economic Reform, Chairman of the Advisory Council for Small Business Support and Development in the CIS Countries.
In 1999 began her activities as President of the Institute of Small Business Development.
In December, 1999 again elected as Deputy of the State Duma of the Russian Federation in Eastern district of Saint Petersburg No 207. From January till June 2000 was a member of the State Duma Committee on Budgeting and Taxation as well as Chairman of the State Duma Commission on Protection of Investors’ Rights. In June 2000 was elected as the Deputy Chairman of the State Duma of the Russian Federation.
Currently, performs as a co-Chairman of the Russian Public Council for education development, member of the Council on External and Defence Policy, a member of the “Russia in the united Europe” Committee. Since April 1995 till 2000, was a Chairman of the Central Council of the All-Russia political public organization “Common Cause” (“Obtschee Delo”).
In 2004 she put herself in for the Russian Federation presidential election and she has received on elections about 4 million voices of voters. In 2004-2005 – Chairman of the Russian Democratic Party “Our Choice”, that joined the Public Movement “People’s – Democratic Union” later.
In 2006 – 2008 being a part of this movement has organized and headed Interregional public foundation for cooperation on development of social solidarity «Our choice».
In March 2008 Irina Khakamada has announced herself out of political activity.
The lecturer from the Russian Federation at 57-th session of General Assembly of the United Nations Organization (2002) on a theme ” Culture of the world “.
In 1995 “Time magazine” called her “a politician of the XXI century”. At the end of 1996, the same magazine listed her among the “100 Best Known Women of the World”. By results of sociological polls held in 1997-1999, 2001-2005 was named the “Woman of the Year”, in 1999 and 2002 became the winner in this nomination. In 2005 was nominated for the Nobel Prize among 1000 women of the Globe.
Now actively works above the books. In 2006 has let out the book “SEX in the big policy” which made the big reader’s success and a huge public resonance. In 2007 lets out the love political novel “LOVE. OUTSIDE OF GAME. The history of one political suicide” on which motives plans to remove a full-length feature film and to become its director. In 2008 has let out the book “SUCCESS in the big city”. And in 2010 – “DAO of life”. That’s book based on her master-classes.
The master-classes reads how in modern Russia to be successful, remaining the free person. Teaches in Moscow State Institute of International Relations, in the International School of Business – the Financial University under the Government of the Russian Federation, in the Academy of National Economy under the Government of the RF, in training company “City-class”, created video-courses for Modern University for the Humanities and also in Moscow Business School.
Member of RF Presidential Council for Civil Society Institutions and Human Rights (HRC) since November 2012.
Has a number of scientific articles and publications in many leading mass media circulators. Speaks English and French.
