Joris D. Kila is senior-onderzoeker bij de University of Vienna en reserve Luitenant Kolonel in het Nederlandse leger. Hij is opgeleid als kunsthistoricus en klassiek archeoloog in Leiden en heeft een PhD in cultural sciences van de Universiteit van Amsterdam. 

Als voormalig waarnemend voorzitter en netwerk manager van de culturele afdeling van de Civil-Military Co-operation Group North destijds gevestigd in Nederland heeft hij verschillende civiel militaire culturele assessment missies

Joris D. Kila is senior-onderzoeker bij de University of Vienna en reserve Luitenant Kolonel in het Nederlandse leger. Hij is opgeleid als kunsthistoricus en klassiek archeoloog in Leiden en heeft een PhD in cultural sciences van de Universiteit van Amsterdam. 

Als voormalig waarnemend voorzitter en netwerk manager van de culturele afdeling van de Civil-Military Co-operation Group North destijds gevestigd in Nederland heeft hij verschillende civiel militaire culturele assessment missies uitgevoerd in Irak en  FYROM (Macedonia). Kila is tevens cultureel adviseur bij USAFRICOM in Stuttgart, board member van de World Association for the Protection of Tangible and Intangible Cultural Heritage in Times of Armed Conflict in Rome, lid van the Research Forum on the Law of Armed Conflict and Peace Operations in Amsterdam en adviseert regelmatig het Nederlandse ministerie van defensie over bescherming van cultureel erfgoed. Voorheen was Dr. Kila onderzoeker aan de Universiteit van Amsterdam en Community Fellow bij de University of Chicago’s Cultural Policy Center. Hij is lid van de US Combat Commands Cultural Heritage Action Group (CCHAG) en Chairman van de International Cultural Resources Working Group, in die hoedanigheid participeerde hij in  cultural emergency missions naar Libië en Egypte. 

Hij is editor in chief van de serie Heritage and Identity bij Brill academic publishers en auteur van veel wetenschappelijke publicaties over cultural property protection in times of armed conflict waarbij ook de militaire en juridische perspectieven een rol spelen. Joris Kila ontving de ARCA Award for Art Protection and Security in 2012 en de Blue Shield preis 2012 van het Österreichische Nationalkomittee BlueShield in Wenen.

Heritage under Siege is the result of international multidisciplinary research on the subject of military implementation of cultural property protection (CPP) in the event of conflict. The book considers the practical feasibility as well as ideal perspectives within the juridical boundaries of the 1954 Hague Convention. The situation of today's cultural property protection is discussed. New case studies further introduce and analyze the subject. The results of field research which made it possible to follow and test processes in conflict areas including training, education, international, interagency, and interdisciplinary cooperation are presented here. This book gives a useful overview of the playing field of CPP and its players, as well as contemporary CPP in the context of military tasks during peace keeping and asymmetric operations. It includes suggestions for future directions including possibilities to balance interests and research outcomes as well as military deliverables. A separate section deals with legal aspects.
