About Xavier Emmanuelli

Xavier Emmanuelli is a doctor and a French politician, born in Paris on 23 August 1938.

Doctor co-founder then President of Doctors Without Borders, Anaesthetist-resuscitator having participated in the development of the medical SAMU, then doctor in a prison environment; Dr Xavier Emmanuelli was Secretary of State for Emergency Humanitarian Action from 1995 to 1997.

He founded in 1993 the Social Samu of Paris which he chaired until 2011, then the International Social SAMU in 1998 of which he is today President.

Always committed to themes that affect the most excluded and disadvantaged, he has been since 1997 President of the High Committee for the Housing of Disadvantaged Persons (Paris). Finally, since 2012 he has been President of ECPAT France, an association whose vocation is to fight against the commercial sexual exploitation of children, that is to say, child prostitution, child pornography and child trafficking for sexual purposes.

During his career, he has published various essays, articles and works on emergency medicine and social exclusion and has developed teachings on these themes (creation of teachings on disaster medicine, approach to wandering children, teaching module on social exclusion at Sciences Po, development of a training centre on social emergency professions…).
