His career began in constitutional law studies, and he then worked for many years at the Ministry of the Interior. He then moved to national politics and became a member of the House of Representatives in 1994. He quickly grew into one of the influential political leaders of his generation. As chairman and political leader of D66, he played a prominent role in national politics.

In 2003, he joined the Balkenende II cabinet as deputy prime minister and minister for Administrative Renewal and Kingdom Relations. Later, he served as mayor of Nijmegen, was chairman of the Association of Universities of Applied Sciences, and returned to parliament as chairman of the D66 group in the Senate. He was also active in administrative and supervisory roles, including chairman of the Consumers’ Association, the Foundation for Parliamentary History, the National Remembrance Day of 15 August 1945, and the Netherlands Open Air Museum.

Between 2018 and 2026, Thom de Graaf held one of the most authoritative positions within the Dutch democratic constitutional order: vice-president of the Council of State, the main advisory body to the government and parliament, and the highest general administrative court in the Netherlands.
