Born on January 22, 1947, this former director of agri-food companies was a municipal councilor of the town of Avesnes les Bapaume as early as 1974. General councilor of Pas-de-Calais from 1980 to 2001, Jean-Paul Delevoye has also been Mayor of Bapaume since 1982 and President of the Community of Communes of Bapaume since 1992. Deputy of Pas-de-Calais from 1986 to 1988, he was in 1986 a member of the board of directors of the Association of Mayors of France (AMF), and President of the Finance Committee. He was also President of the AMF from 1992 to 2002. Senator of Pas de Calais from 1992 to 2002, president of the group of senator-mayors, he directed the report “Social Cohesion and Territory” for the planning commission in 1999. He chaired the senatorial information mission tasked with assessing decentralization and proposing improvements to facilitate the exercise of local competencies in 1999-2000. He also led the study group on the criminal liability of public decision-makers at the Ministry of Justice. In 1998, he participated in the study “For a Global Approach to Children’s Time: The Experimentation of School Schedules.” Minister of Public Service, State Reform and Territorial Planning from 2002 to 2004, he notably initiated the reform of ENA and that of civil servants’ pensions. Jean-Paul Delevoye also served as Mediator of the Republic from April 2004 to March 31, 2011. Jean-Paul Delevoye was elected President of the Economic, Social and Environmental Council on November 16, 2010.
