What sets Dick Schoof apart from many public leaders is that he did not build his career in the political spotlight, but rather operated behind the scenes of Dutch security and administrative structures for years, growing into one of the Netherlands’ most influential crisis managers.
For a long time, his strength was mainly in strategic coordination, administrative stability, and complex decision-making away from the public eye. In roles at the Immigration and Naturalization Service (IND), the Ministry of the Interior, and as Director General of Police, he was known as an analytical leader with significant authority within government and security organizations.

His public visibility increased when he was appointed National Coordinator for Counterterrorism and Security (NCTV) in 2013. During a period when the Netherlands and Europe were confronted with terrorism, radicalization, cyber threats, and the aftermath of the MH17 disaster, Schoof played a central role in crisis coordination and national security strategy.

From 2018 to 2020, he led the General Intelligence and Security Service (AIVD), focusing on the growing impact of international tensions, digital threats, and hybrid conflicts. He then became Secretary-General of the Ministry of Justice and Security, the highest civil service position within the department.
