A trained doctor (gastroenterologist), Bernard Kouchner has had an activist life, which led him to join the Union of Communist Students in the early 1960s, the Socialist Party, the Radical Left Party, and then back to the Socialist Party. An advocate for humanitarian action and the right of intervention, he has served multiple times as Secretary of State and Minister (Humanitarian Action, Health) in the socialist governments of Michel Rocard, \u00c9dith Cresson, Pierre B\u00e9r\u00e9govoy, and Lionel Jospin. From 1999 to 2001, he held the position of High Representative of the UN Secretary-General in Kosovo.
